We are recruiting to fill the position below:
Job Title: Monitoring & Evaluation Assistant (EH)
Location: Monguno, Borno, Gwoza, Maiduguri
Sector: Monitoring & Evaluation/Environmental Health
Reporting to: M&E Officer
- The Monitoring and Evaluation Assistant will work closely with Monitoring and Evaluation Officer and the EH staff, and will be responsible for the development and administration of high quality M and E system in the EH project through; collecting, inputting, collating/organizing, analyzing and producing data for the proper implementation of the Environmental Health projects in Gwoza.
Data collection tools and database design (—-% of time):
- Develop tools for the collecting regular projects’ activities and performances;
- Take part in the design of Microsoft Excel databases to store project/program accomplishment data;
- Work with the M&E Officer in designing data collection templates for surveys that needs to be conducted internally;
- Take part in designing electronic data entry templates for mobile/tablet data collection;
- Work with partner staff in designing both data collection tools and electronic templates;
- Design a strategy to collect filed level information required by IRC, donors and/or stakeholders;
- Work with the M&E and program team in standardizing the project M&E tools;
Data collection and analysis (— % of time):
- Make sure the responsible persons for each and every data elements to compute project performances are assigned;
- Closely work with front line staff and volunteers to make so that projects data collected on timely fashion;
- Communicate and orient responsible partners or program staff on the use of the tools they are responsible for;
- Apply data cleaning techniques to ensure the quality of data collected from field;
- Tabulate and cross-tabulate the field data for further analysis by M&E Officers and program staff;
- Identify the data quality issues and bring to the attention of the M&E officer with proposed actions;
- Take part in the Data Quality Audits, share with program staff and document findings;
- With the support of EH teams, ensure high quality monitoring data in a timely manner: collate/organize data for reporting.
- Partake in routine monitoring missions as scheduled.
- With the support of M&E officer, train enumerators on administration of various Environmental Health questionnaires and data collection tools related to project monitoring, baseline and evaluations.
- With the support of M&E officer, train casual staff, data entry operators on data entering.
- Timely report to M&E officer and Senior EH Manager.
- Closely work with staff to ensure they follow correct procedures and criteria during beneficiary registration.
Capacity building and supervision (—% of time):
- Assist local partners in designing monitoring and reporting tools and establishing database management systems;
- Train enumerator hired for special studies or assessments;
- Organize orientation for front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making;
- Mentor and coach frontline staff and volunteers on issues related to data collection.
- Perform other duties assigned by the supervisor (—-% of time):
- Perform other task related assignment proposed by his/her supervisor/s
Skills and Experience
- Degree/diploma in Statistics, Computer Science, IT or related fields;
- Excellent computer skills are required (particularly Microsoft Excel, Access and Word);
- Excellent English language skills, oral and written, and the ability to translate from Hausa and/or Fulani to English;
- Strong analytical and reporting skills with attention to details;
- Ability to travel to provide on-site guidance and training;
- Excellent organizational and time management skills and ability to meet strict deadlines;
- Good interpersonal skills and ability to work as part of a team, as well as independently;

Job Title: Protection Assistant
Location: Yola, Adamawa
- The IRC Nigeria country program is implementing multi-sectoral interventions in the sectors of: Health and Nutrition; Environmental Health; Child Protection; Education; Women’s Protection and Empowerment; Food Security and Livelihoods and Protection. Most of these programs are driven in partnership with strategic local NGOs.
Scope of Work
- The International Rescue Committee is implementing a protection program featuring strengthening of community based protection structures, capacity building, protection monitoring, information dissemination and referral services.
- The IRC will also building capacity of government authorities, local organizations and local communities around protection mainstreaming and protection monitoring. The IRC will also include legal assistance and counselling services.
- The protection program is currently implemented in the NE states of Adamawa and Borno.
- Under the supervision of the Protection Officer, the Protection Assistant is responsible for taking lead in the implementation of targeted individual assistance activities. The Protection Assistant will take part in implementation of other Protection sector activities in areas of responsibility.
Roles and Responsibilities
Targeted Individual Assistance Case Management:
- Identify and register extremely vulnerable individuals for targeted individual assistance in coordination with other Protection staff.
- Manage targeted individual assistance cases, including maintaining strict protocols for confidentiality and update case files, following IRC SOPs and ensuring beneficiaries’ information is protected.
- Carry out needs assessment to understand EVI needs and ascertain what assistance they require
- Develop TIA distribution, implementation and follow up plans and ensure that EVIs selected for TIA receive appropriate assistance.
- Conduct follow-up visits to ensure that needs of EVIs have been met in an appropriate manner and beneficiary have the opportunity to provide feedback on the TIA received.
Implementation of Protection Activities:
- Act as focal point for the identification of extremely vulnerable individuals (EVIs) for adequate assistance according to IRC Protection sector pre-defined criteria.
- Conduct general (community-level) and incident (individual-level) protection monitoring to identify vulnerabilities, protection needs and concerns of the targeted population.
- Together with the Protection Officer and Senior Protection Officer, establish Protection Action Groups (PAGs) and oversee their activities of in target areas.
- With guidance from the Protection Officer and Senior Protection Officer, support PAG members in developing action plans and community project concepts.
- Take part in all community engagement and information dissemination activities in target communities including community mobilization.
- Establish and maintain good working relationships and networks with key/relevant stakeholders in target communities.
- In consultation with the Protection Officer and Senior Protection Officer, liaise with relevant stakeholders in order to increase access to services for IDPs.
- Assist in the implementation of other Protection sector activities in the areas of operation.
Monitoring, evaluation and reporting:
- Collate and consolidate PAG monthly action plans and weekly reports and submit consolidated reports to the Reporting and Database Assistant.
- In close coordination with Protection staff, carry out service and stakeholder mapping in all target communities.
- Collate and consolidate age and gender disaggregated data.
- Develop monthly implementation work plans including consolidating and submitting weekly and monthly reports. Provide constant feedback to supervisor on progress, lesson learnt, achievements and gaps, issues and problems.
- Keep and file records and correspondences related to the TIA activities.
- When needed, participate in the Protection sector monitoring and evaluation activities.
Finance and procurement:
- Prepare targeted individual assistance activity budgets and ensure timely liquidation of funds.
- Raise procurement requested in compliance with IRC Supply Chain and procedures.
- Take part in the identification and referral of most vulnerable individuals to services.
- Carry out community level advocacy to ensure service provision and increase access to services for target population and contribute to Protection sector advocacy initiatives.
- Conduct duties in accordance with IRC Nigeria Standard Operating Procedures (SOPs);
- Conduct duties in strict accordance with IRC Code of Conduct and the principle of confidentiality.
Essential Qualifications and Experience
- University degree in Law, Human Rights, Refugee Studies, Social Sciences, Political Science or other related discipline.
- At least 1-3 years protection experience in a humanitarian and/or development sector
- Prior experience with persons of concern such as internally displaced persons would be a distinct advantage.
- Understanding of the socio-economic conditions and needs of Nigerian IDP populations will be an added advantage.
- Experience working on sensitive protection activities that require discretion and adherence to data protection protocols.
- Demonstrated commitment to serving vulnerable individuals with respect, patience and understanding and respect for people with special needs and other vulnerability.
- Prior experience or familiarity with NGO sector and local communities would be an advantage.
- Familiarity with international protection and human rights legal standards.
- Excellent written and verbal communication skills, ability to establish reports.
- Ability and willingness to maintain regular presence in the local community and to work during irregular working hours.
- Ability to work effectively and constructively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of government and community counterparts, and other actors.
- Desire to learn and constantly improve work by applying what is learned to daily activities.

Job Title: Training Officer, Protection
Location: Mubi, Adamawa
Scope of Work
- The IRC is implementing a protection program featuring strengthening of community based protection structures, capacity building, protection monitoring, information dissemination and referral services.
- The IRC will also building capacity of government authorities, local organizations and local communities around protection mainstreaming and protection monitoring.
- The IRC will also include legal assistance and counselling services.
- The protection program is currently implemented in the NE states of Adamawa and Borno.
- Under the technical guidance of the Protection Manager, the Training Officer will support the implementation of the protection program in Yola, Mubi and other designated areas.
- This position will oversee all aspects of trainings and capacity building/strengthening of community members/groups, local government entities, partners and IRC staff.
- This role will require someone with experience in developing training materials and curriculum as well as carrying out the actual training.
- The person should also have experience in human rights and IDP protection issues.
- The Training Officer will work extensively with other sectors, to ensure that protection principles are being incorporated into the Nigeria sector programs, and in particular with the Women’s Protection and Empowerment Coordinator, the Child Youth and Protection Development Coordinator and the Food Security team to strengthen the integrated nature of IRC’s protection and assistance programs in Nigeria.
- The Training Officer will be based in Yola. S/he reports to the Protection manager.
- Undertake capacity and training needs assessment of communities and relevant stakeholders
- Develop capacity building and training budget, workplans and reports
- Follow up with Protection staff to ensure the training plans are being executed
- Identify capacity building and training participants in consultation with other protection staff
- Formulate capacity building training output and indicator to support proposal development in protection sector
- Develop training and IEC materials and oversee training for relevant stakeholders in areas of operations.
- Assess and improve the existing capacity of community leaders and partner organizations to plan, implement, monitor and evaluate their actions and activities
- Deliver protection and human rights training to a number of stakeholder including government officials, local organizations community leaders community volunteers and IRC staff.
- Support Protection Officer and Protection Assistant in undertaking protection monitoring activities in target communities.
- Monitor progress against training workplan as well as set training indicators and targets.
- Support in the design planning, execution and monitoring of protection sector activities
- Assist and support in the establishment and oversight of community feedback and complaint mechanisms.
- Maintain an up-to-date capacity building and training and community engagement tracking tools
- Work together with the Protection Officer, Protection Assistant to build and strengthen the capacity of community based structure and mechanism
- Support PO and PA in identifying protection relevant community level project
- Compile all weekly, monthly and other capacity building and training report in consultation with other protection staff
- Keep record of all capacity building and training activity report
- Under the guidance of the Protection Manager and Coordinator, work with others to strengthen technical capacities on IDP protection for IRC Protection staff and other stakeholders
- Responsible for translation of capacity training and IEC materials into Hausa
- Take good quality activity pictures and submit to the Reporting/Database Assistant and Protection Manager
- Attend Protection Sector Working Group and other protection relevant coordination meetings as directed by the supervisor.
- Attend regular protection sector meeting
- Carry out any other tasks as assigned by the supervisor
- Bachelor’s Degree in Law, Social Science, Community Development, Humanities or related degree. A Master’s degree is an added advantage
- 3 years relevant program experience, including at least 1 year in a humanitarian context with a protection/human rights focus.
- Experience in development of training materials and curriculum
- Extensive experience in community education/training, as well as trainings of governmental and non-governmental stakeholders in areas related to protection and human rights
- Experience working with community groups, community engagement and negotiation.
- Experience of working with displaced persons desirable.
- Fluency in English and Hausa language.
- Good interpersonal and team building skills.
- Good written and verbal communication skills.
- Strong computer skills require (word and excel).
